Статья посвящена взаимосвязи религиозной и социальной роли храмового участка в структуре шумерского города. Анализ расшифрованных клинописных текстов, касающихся экономических и судебных решений, позволяет отказаться от представлений о шумерских городах-государствах как теократических, выявить социально-экономическую систему управления городом, не подчиняющуюся жреческому диктату, а также обосновать расширение городских границ. Процветание и упадок шумерских городов отразились на размерах храмовых участков, но не зависели напрямую от управления храмом городской жизнью. 

The article is devoted to the relationship between the religious and social role of the temple area in the Sumerian city’s structure. An analysis of the deciphered cuneiform texts concerning economic and judicial decisions makes it possible to abandon the notion of the Sumerian city-states as theocratic, to identify the socio-economic system of city management, not subject to priestly dictates, as well as to justify the expansion of city boundaries. The prosperity and decline of the Sumerian cities were reflected in the temple plots’ size, but did not depend directly on the temple’s management of urban life.
